Stratford, ON suite & ADU rules

Permission first. Construction second.

Stratford’s official ARU pamphlet identifies a maximum of three dwelling units in total (including the main home) on an eligible serviced lot. A second or third dwelling still requires compliance with applicable zoning and permits.

What the municipal rules say

Official-record update — October 13, 2026: Stratford’s Planning page describes a maximum of three dwelling units on an eligible property, while an illustrative list mentions three ARUs. Treat the inconsistent example as insufficient proof of a fourth home. Verify the amended Zoning By-law 10-2022 and the actual serviced lot before assigning a unit count.

Evidence: official guidance conflict / three total working limit. Still unresolved: Consolidated enacted 10-2022 text and any 2026 amendments; service and lot limits. No parcel approval or final comprehensive legal signoff.

Stratford’s official ARU pamphlet confirms up to three dwelling units TOTAL, including the primary unit, for an eligible lot served by municipal water and sewer. The separate planning-page examples are contradictory; do not interpret them as permission for four units.

What applies locally

The city’s March 23, 2026 council record includes the housekeeping zoning amendment Z05-25 (agenda bylaw item 11.5), proposing to clarify additional residential units and include duplexes in the ARU framework. The meeting record reports passage of bylaws 38–43/2026, and the mayor separately approved bylaws passed at that meeting. This is stronger evidence of enactment than the older project page labelled “proposed.” The current Planning page says generally no more than three total residential dwellings on a property, while separately listing examples with three additional residential units; those conflicting examples are not reliable proof of a four-dwelling entitlement.

Important limits and exceptions

The City’s planning guidance sets an ordinary maximum of three total residential units on an eligible property and no more than one ARU in an accessory building. An example elsewhere on that City webpage lists three ARUs, conflicting with its own stated total. Do not convert that inconsistent example into permission for four dwellings. Ask Planning to confirm the enacted zoning provisions and lot servicing before setting a unit count. Confirm the relevant version of Comprehensive Zoning By-law 10-2022 as amended, permitted ARU configurations, building/lot requirements, floodplain and conservation restrictions, and whether any site-specific zoning applies. Ask City Planning to clarify the conflicting public examples in writing.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

Property confirmation still required: Informational guide only: council and mayoral records support the March 2026 amendment process, but the official ARU pamphlet supports three total units on a qualifying serviced lot, not four. Parcel-specific permission and amendment details remain unverified.

Next planning steps

Local rules still need verification before pricing before you request a quote.

This preliminary guide does not answer whether a particular parcel is approved. The next two steps are budgeting and contractor scoping; neither replaces municipal approval.

Planning sequence: rules → budget → written scope / contractor. Cost models and contractor matching do not determine whether the municipality will approve the work.
