What the current Kingston suite source says

Kingston has a dedicated ARU program covering attached, detached, garage-conversion and interior/basement units. Most urban properties can be considered, but servicing, natural-hazard and zoning constraints can restrict a specific lot, and a building permit is required to legalize the unit.

Do not assume a nearby Eastern Ontario project proves the same unit form is allowed here. The Kingston property still needs its own zoning and permit check.

Four things to establish before the renovation

What kind of unit?

Different dwelling forms can have different size, siting, servicing and permit requirements even on one property.

Is the use allowed?

Before drawing walls, confirm that the property qualifies for the unit type under the current provincial and municipal framework.

Can the building comply?

Expect construction details such as egress, smoke/CO protection, ventilation and fire separation to influence the final layout.

Can the site serve it?

Parking may be only one site issue; utilities, garbage access, lot coverage and detached-unit siting can matter too.

From Kingston zoning to final inspection

Move from planning to construction deliberately. A favourable zoning answer still needs code-compliant drawings, permits and completed inspections.

Before buying, distinguish “existing” from “approved.” Ask for documentation showing the suite’s permit and inspection status.

An existing kitchen and tenant do not prove approval. Confirm how the dwelling was authorized and whether permits were closed.
