What the municipal rules say

Sarnia has official permit pathways for attached and detached additional dwelling units. Eligibility depends on the current zoning schedule and building-permit review.

What applies locally

Sarnia’s live Additional Dwelling Units page describes both attached units (within or attached to the primary building) and detached units (such as new backyard structures or converted detached garages), and provides a 2026 interior-alterations application. The city also publishes permit packages for new detached ADUs, additions, and secondary suites. These pathways do not eliminate the need to confirm the property’s permitted uses.

Important limits and exceptions

A final draft comprehensive zoning bylaw was discussed at a May 11, 2026 meeting; that is not evidence it replaced Zoning Bylaw 85 of 2002. Check the currently enacted residential zone schedule and hazard constraints. Older secondary-suite guidance gives zone-specific examples, but the city’s current 2026 application requirements should govern the process. A building permit and required inspections are necessary.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

Property confirmation still required: This is an informational municipality guide, not a zoning certificate or construction approval. Confirm parcel zoning, overlays, current amendments, servicing and permit details directly with the municipality.

Next planning steps

Local rules still need verification before pricing before you request a quote.

This preliminary guide does not answer whether a particular parcel is approved. The next two steps are budgeting and contractor scoping; neither replaces municipal approval.

Planning sequence: rules → budget → written scope / contractor. Cost models and contractor matching do not determine whether the municipality will approve the work.

How this guide was verified

Guide verification: Official-source research summary. This guide provides linked municipal research; a complete enacted-bylaw, zoning-map and amendment cross-check has not been documented for this municipality.

Property confidence: Not assessed. City-wide guidance does not confirm permission for a particular parcel. Check official zoning, overlays and permits. How verification works →

Municipal evidence check — October 12, 2026

Checked against municipality-published material: Sarnia advertised a May 11, 2026 meeting on its final DRAFT replacement for Zoning By-law 85 of 2002; that meeting notice alone is not adoption or commencement of the replacement.

Outstanding: Find later signed council bylaw, notice of passing and appeal status, then verify exact additional-unit clauses and mapped zoning.

Verification status: Targeted municipal-source check completed. This is not an independent certification of all enacted bylaw amendments, zoning maps or any individual property.
