Ontario: the provincial layer
On identified Ontario residential lands, the provincial ARU framework generally allows three units within the main house, or two in the main house plus one ancillary unit. Local zoning standards such as height and setbacks remain relevant.

What kind of unit?
Identify whether the proposal is an internal suite or a detached ADU before using any checklist or setback rule.
Is the use allowed?
Before drawing walls, confirm that the property qualifies for the unit type under the current provincial and municipal framework.
Can the building comply?
Expect construction details such as egress, smoke/CO protection, ventilation and fire separation to influence the final layout.
Can the site serve it?
A permitted use can still be difficult to build if the lot cannot satisfy servicing, access or site-layout requirements.
Build the Windsor approval file in order
For detached units, add site servicing and setbacks early. For internal suites, investigate the existing building and life-safety upgrades before finalizing the layout.
For an existing unit, request the municipal permit history and any final inspection or occupancy record. Present use alone does not prove approval.
