Start with Penticton’s current suite guidance
Penticton’s secondary-suite guidance requires a building permit and points applicants to the city’s zoning, parking, amenity and servicing rules. Carriage houses are a separate form of residential suite and can require planning approval in addition to the building permit.

British Columbia: the provincial layer
The B.C. provincial layer now requires substantial small-scale multi-unit housing capacity in qualifying residential zones. A suite or ADU can be enabled by that framework without eliminating local site, permit or building-code requirements.
BC small-scale multi-unit housing ↗Before drawings: four approval questions
What kind of unit?
Basement, secondary, garden and laneway units are not interchangeable labels in every municipality. Match the project to the local category.
Is the use allowed?
Use the current zoning map and municipal guidance to answer whether this dwelling form is permitted here.
Can the building comply?
Expect construction details such as egress, smoke/CO protection, ventilation and fire separation to influence the final layout.
Can the site serve it?
A second home needs a workable site plan. Check services and access before assuming the zoning approval is the whole project.
From Penticton zoning to final inspection
The project is not finished at permit issuance. Track inspections and final sign-off so the approval record matches the completed dwelling.
If you are buying a property with an existing suite, ask for permit and inspection records instead of relying on a listing description or current tenant.
