Start with Oshawa’s current suite guidance
Oshawa’s accessory-apartment page gives a dedicated permit route for adding another dwelling unit, including conversions of a single dwelling and work on a property that already contains an accessory apartment. Building-permit documents and any separate entrance work are reviewed through the city process.

Ontario: the provincial layer
Ontario expanded additional residential units province-wide on identified residential lands. The common framework is up to three units in the primary house, or two there plus one in an ancillary building, subject to local development standards.

What kind of unit?
Define the unit form first. A suite inside the house is not necessarily regulated like a detached accessory dwelling.
Is the use allowed?
A general right to additional housing can still come with lot-specific limits. Check the address before treating the project as permitted.
Can the building comply?
Life-safety and building-system requirements can be the hardest part of legalizing an older unit, so investigate them before cosmetic work.
Can the site serve it?
A permitted use can still be difficult to build if the lot cannot satisfy servicing, access or site-layout requirements.
Build the Oshawa approval file in order
Start with land-use permission, then move to building-code life safety, trade permits, servicing and the final inspection or occupancy path.
For an existing unit, request the municipal permit history and any final inspection or occupancy record. Present use alone does not prove approval.
