The four suite checks to do first

What kind of unit?

Define the unit form first. A suite inside the house is not necessarily regulated like a detached accessory dwelling.

Is the use allowed?

Check zoning or any applicable province-wide entitlement first; a building permit does not create land-use permission by itself.

Can the building comply?

Expect construction details such as egress, smoke/CO protection, ventilation and fire separation to influence the final layout.

Can the site serve it?

Before construction, verify the practical infrastructure: sewer, water, electrical, waste collection, parking and emergency access where applicable.

Start with land-use permission, then move to building-code life safety, trade permits, servicing and the final inspection or occupancy path.
