Is the use allowed?
Start with what the zoning allows at this address. Variances, overlays or site-specific conditions can change the general rule.
Can the building comply?
Construction approval can depend on fire, egress, ventilation, structural and trade-permit details that are invisible on a zoning map.
Can the site serve it?
Parking may be only one site issue; utilities, garbage access, lot coverage and detached-unit siting can matter too.
