Is the use allowed?

The zoning question should be answered early because it can change whether the project is as-of-right, discretionary or not available.

Can the building comply?

Existing basements often need life-safety upgrades before they can function as approved dwelling units.

Can the site serve it?

Before construction, verify the practical infrastructure: sewer, water, electrical, waste collection, parking and emergency access where applicable.
