Which suites are allowed in Fort St. James?

The District adopted Zoning Bylaw 1101 on March 24, 2026. These are zone-level permissions—not an approval of a particular property.

R1 urban residential

Section 4.1.2 permits an internal secondary suite with an eligible single-detached dwelling. A detached secondary dwelling is not generally permitted in R1: section 4.1.2(g) names just one legally described Parcel A. The ordinary R1 maximum is two dwellings per lot, subject to the bylaw’s particular counting rules.

RR1, RR2 and RR3 garden suites

Section 3.7 allows one garden suite on a qualifying RR1, RR2 or RR3 lot that contains a single-detached principal home. A garden suite cannot coexist with an internal secondary suite on that lot. Its accessory building is limited to 37 m² gross floor area.

Duplex, triplex and fourplex

R1 section 4.1 permits single-detached homes and duplexes. It does not give a general R1 triplex or fourplex permission. Other districts have separate development regulations; check the mapped district and its specific residential uses before relying on any multi-unit count.

Check before building: identify the exact parcel on Schedule A-1 of Bylaw 1101, review the applicable zone schedule, servicing and access, and obtain all required development and building approvals. The special R1 Parcel A detached-unit exception is not a town-wide rule.

Preliminary property verification. This page does not calculate a legal unit count for an address. Review status: Municipal rules verified for city guide; individual properties not approved.

Manual property check

Check the lot using what you know.

Four short steps. Answer what you know and choose “Not sure” for anything you have not checked.

Step 1 of 4Property basics
Step 1: Property basics

Use the parcel area from your property record, assessment or municipal mapping tool.

This does not change the provincial unit-count math. It only tailors the next-step checklist in your result.

Step 2: Basic zoning checks

If you do not know the zoning, choose Not sure.

What does this mean?

If you have never checked this on a municipal map or plan, choose Not sure.

Why are we asking?

Think houses, duplexes or small multiplexes. If you only know the zone code, choose Not sure.

Step 3: Possible exceptions

This is about subdivision rules, not the size of your current lot. Choose Not sure unless you know.

A TOA is a special mapped area around major transit. If you have never checked the map, choose Not sure.

Choose Yes only if the municipality has specifically confirmed it. Otherwise choose Not sure.

Step 4: Frequent bus check

If you have not checked an official map, choose Not sure.

Private by default: the calculation runs in your browser. No name, phone number or email is required.
