Start with Coquitlam’s current suite guidance
Coquitlam maintains a dedicated secondary-suite page with its brochure and permit documentation. Whether a suite can be legalized depends on the city’s zoning and building bylaws together with the BC Building Code, so the permit package is the right local starting point.

British Columbia: the provincial layer
B.C.’s small-scale multi-unit housing framework requires local zoning to accommodate additional housing in defined circumstances. Secondary suites and accessory dwelling units are broadly enabled, while local site standards, permits and exemptions still shape the property-specific answer.
BC small-scale multi-unit housing ↗The four suite checks to do first
What kind of unit?
Name the project accurately before researching it. The local rules may distinguish secondary suites from detached accessory units.
Is the use allowed?
Separate entitlement from construction. The city may allow another unit in principle while still regulating its size, location or form.
Can the building comply?
Run the design through the applicable building-code path for egress, fire separation, alarms, ventilation and structural work. For this Coquitlam project, tie that check back to the current local approval path.
Can the site serve it?
Site constraints can include parking, sewer and water capacity, electrical service, waste access and setbacks for a detached unit.
The practical Coquitlam suite sequence
Do the cheapest uncertainty checks first: land use, lot constraints and records. Detailed design should come after those answers are stable.
A tenant in place does not establish legality. Verify the municipal record and any outstanding permits or orders.
