What kind of unit?
Detached garden or coach-house units add site-planning questions that an internal secondary suite may never trigger. That question should be resolved against the actual Sydney project rather than a generic example.
Is the use allowed?
A general right to additional housing can still come with lot-specific limits. Check the address before treating the project as permitted.
Can the building comply?
Building-code compliance can reshape the plan through egress, fire protection, ceiling, ventilation and structural requirements.
Can the site serve it?
