What the municipal rules say

Sooke’s adopted SSMUH changes distinguish the growth area, sewer and water service, and lot size.

What applies locally

In qualifying R1–R3 locations, Sooke’s consolidated zoning provides three homes for parcels at most 280 m² and four for larger eligible lots; no location currently qualifies for the provincial six-unit frequent-transit requirement.

Important limits and exceptions

Lots outside the growth area, in the ALR, without both services or above 4,050 m² are generally limited to two units under the cited R2 schedule. Detached small suites have separate servicing restrictions.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

How this guide was verified

Guide verification: Targeted municipal-source claim check recorded. Selected citywide guidance or adoption facts were checked against an identified official page on October 12, 2026. This is not a complete current-bylaw, amendment-map or parcel certification.

Current municipal rule to check

Sooke confirms that eligible Growth Area lots with community water and sewer generally qualify for three units at 280 m² or less and four units above 280 m², subject to zone and site restrictions. The District says no properties currently qualify under the six-unit frequent-transit rule. Its published March 2025 guidance also describes a 90 m² / 40% maximum for secondary suites, with a 40 m² minimum, and a 90 m² cap for small suites.
