RSM-1: small eligible lots
Section 30.10 applies RSM-1 to eligible parcels of 280 m² or less. Section 40.2 caps an eligible SSMFH proposal at three dwelling units. This is not a blanket three-unit permission for all small parcels.
Esquimalt has a mapped small-scale housing overlay: eligible lots may use the RSM-1 or RSM-2 rules, but tsunami-hazard lots are excluded and a project must contain at least three homes to use the overlay.
Esquimalt confirms it adopted small-scale-housing zoning in 2024, using the RSM-1/RSM-2 overlay for mapped, eligible lots. Tsunami-hazard properties are excluded; the overlay is for projects of at least three homes and the Township identifies no provincially recognized frequent-transit stops for six-unit zoning.
Still to verify: Inspect the current overlay and tsunami mapping for the address, zoning sections 30.10 and 40.2/40.3, and required development permits; verify any later amendments. No property-specific approval or comprehensive legal signoff.
Esquimalt Zoning Bylaw 2050, consolidated September 3, 2026, includes adopted 2024 SSMFH Amendment 3142, section 30.10 and the RSM-1/RSM-2 schedules. The following applies only to lots shown as eligible on Schedule A.2.
Section 30.10 applies RSM-1 to eligible parcels of 280 m² or less. Section 40.2 caps an eligible SSMFH proposal at three dwelling units. This is not a blanket three-unit permission for all small parcels.
For eligible mapped parcels above 280 m² and up to 4,050 m², section 40.3 supports an SSMFH project of three or four units. The Township states it has no provincially recognized frequent-transit stops for six-unit SSMUH zoning.
Lots identified as Tsunami Hazard Lots on Schedule A.2 may not be developed under the RSM-1/RSM-2 SSMFH zoning provisions. A project with only one or two units follows the underlying original zoning, not the RSM-1/RSM-2 standards. SSMFH development permits and applicable development-permit areas still matter.
Check before building: locate the address on Schedule A.2 (overlay/tsunami map); confirm lot area, permitted built form and siting in sections 40.2/40.3; obtain the applicable development permit and building permits. Detached accessory dwelling permissions outside SSMFH depend on underlying zoning.

Official-source claim check · 12 October 2026: Township current SSMFH guidance calls for RSM zones, eligible-area Schedule A.2 and tsunami/DP overlays rather than a blanket density allowance.
