Municipal evidence update — October 14, 2026

The City publishes Zoning Bylaw 4625 (2026) and zoning maps. Its October 6 Council Highlights report that Council adopted both Official Community Plan and zoning amendments at the October 5 meeting; the linked Report 26-186 identifies these as OCP Amendment 4642 and Zoning Amendment 4641. The amendment pair concerns five City-owned properties along the Dawson Creek corridor being redesignated for parks and natural areas to limit flood-prone development. This is an official reported adoption outcome, but a signed, dated final copy of Bylaw 4641 and updated parcel map were not independently obtained. It does not create citywide authorization for more secondary suites or additional homes.

Still to verify: Obtain the signed/dates-certified final Bylaw 4641 or adopted minutes to verify operative wording and effective date; compare the five affected parcel boundaries to current zoning and floodplain layers, and separately verify Bylaw 4625 permissions and permits. The Council Highlights report adoption but is not a substitute for parcel-level verification. No property-specific approval or comprehensive legal signoff.

What the municipal rules say

Dawson Creek now has an enacted 2026 zoning bylaw. Its RS-1 single-detached and RS-2 single-detached/duplex districts set a four-dwelling maximum per parcel—not an automatic four-unit building permit.

What applies locally

The signed Zoning Bylaw 4625, 2026 was adopted June 15, 2026 and expressly repealed Zoning Bylaw 4582, 2024. In RS-1 (single detached) and RS-2 (single detached/duplex), the schedules cap dwelling units at four per parcel. RS-1 lists internal secondary suites and accessory dwelling units as permitted accessory uses; RS-2 also allows duplexes and those accessory uses. Section 5.14 permits one suite in a single detached home or one suite per unit of a duplex when expressly allowed in the zone.

Important limits and exceptions

Section 5.15 permits up to two accessory dwelling units on qualifying parcels with a single detached home, or up to two on a duplex parcel (one per duplex unit), where the zone allows them. An accessory dwelling unit must have at least 2 m of unobstructed access from a front or flanking street, be within 90 m of a fire hydrant, have a parcel width of at least 10 m and meet setbacks, parking and coverage requirements. Section 5.15 also sets a minimum ADU floor area of 26 m²; a City business licence is required if the ADU is rented, and residential rental periods must be at least one month. Check Schedules B–E for parcel zoning, floodplain, creek-bank/erosion and flood-construction elevations. Neither a four-unit ceiling nor an ADU count overrides those tests.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

Property confirmation still required: For a building project, confirm zoning map Schedule B, hazards Schedules C–E, servicing, access, parking, building-code compliance and permits with Dawson Creek. The website does not certify that four dwellings can be built at a particular address.

Municipal guidance is a starting point, not a property approval. This page does not calculate a legal unit count for an individual lot.

Guide verification: Targeted official-source claim check (12 October 2026); not a comprehensive enacted-bylaw signoff. The identified claim is supported by or compared with the linked official source, subject to the verification limitations below.

Property confidence: Not assessed. City-wide guidance does not confirm permission for a particular parcel. Check official zoning, overlays and permits. How verification works →
