What the municipal rules say

In Comox, eligible serviced SSMUH-zoned lots can generally have up to three or four units based on parcel area; Cape Lazo and Western Foreshore have different two-unit limits.

What applies locally

Comox adopted Zoning Bylaw 2056 in February 2026. Its April 2026 SSMUH guide generally describes up to three units on smaller serviced SSMUH-zoned lots and four on qualifying larger serviced lots. The guide is inconsistent about whether a lot exactly 280 m² qualifies for three or four units, so confirm that boundary directly with the Town and the current bylaw. The Town's April 2026 guidance describes two total units in Cape Lazo (R-CL) and Western Foreshore (R-WF): the principal dwelling and either a suite or coach house.

Important limits and exceptions

The Town's guide inconsistently names comprehensive-development (CD) zones. It also describes a current two-unit limit for Western Foreshore, whereas Bylaw 2056's R-WF zone-intent table refers to accommodating up to three; a zone-intent description alone is not permission for a third dwelling. Do not certify the exact R-WF or CD parcel entitlement until the enacted density regulations, infrastructure extension and parcel map have been reconciled with the Town. On lots above 4,050 m² or missing either municipal water or sewer, the guide generally describes a two-unit limit. Map 9-1, size, setbacks and permits may further constrain coach houses.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

Property confirmation still required: This is an informational municipality guide, not a zoning certificate or construction approval. Confirm parcel zoning, overlays, current amendments, servicing and permit details directly with the municipality.

Municipal guidance is a starting point, not a property approval. This page does not calculate a legal unit count for an individual lot.

How this guide was verified

Guide verification: Targeted official-source claim check (12 October 2026); not a comprehensive enacted-bylaw signoff. The identified claim is supported by or compared with the linked official source, subject to the verification limitations below.

Property confidence: Not assessed. City-wide guidance does not confirm permission for a particular parcel. Check official zoning, overlays and permits. How verification works →
