Central Saanich, BC suite & ADU rules

Permission first. Construction second.

Central Saanich adopted its replacement Zoning Bylaw 2270 on July 27, 2026. The permitted secondary unit depends on the current zone, urban containment boundary and lot size—not a universal fourplex rule.

Municipal evidence update — October 13, 2026

District Council reports adopting replacement Zoning Bylaw 2270 on July 27, 2026. That confirms the new bylaw exists, not that every rural, ALR or residential parcel is eligible for the same suite or multi-unit forms.

Still to verify: Read the enacted bylaw sections and amendments with the municipal zone map, urban containment/rural boundary, ALR status, servicing and permits for the lot. No property-specific approval or comprehensive legal signoff.

What does Central Saanich allow under Bylaw 2270?

The District adopted Zoning Bylaw 2270 on July 27, 2026. Section 4.5 sets the secondary-dwelling forms; sections 6.2 and rural zone schedules distinguish small and larger rural lots.

Inside the urban containment boundary

Where the specific zone permits it, section 4.5 recognizes an integrated secondary suite, one-storey detached cottage, or two-storey carriage house. Confirm the property’s actual residential district and density schedule; these forms are not automatically allowed on every urban lot.

Agricultural A zone: lot-size distinction

Section 6.2.3 allows on a lot under 1 hectare one additional unit: either an internal suite or a cottage/carriage house. On a lot at least 1 hectare, the zone permits both an internal suite and a cottage/carriage house, subject to section 4.5 and provincial agricultural-land controls.

Rural land and detached-unit limits

Under section 4.5, a cottage or carriage house outside the urban containment boundary has a 90 m² maximum floor area. In agricultural zones, a detached secondary dwelling is conditional on the principal home having 500 m² or less of floor area and the detached unit having 90 m² or less. The A zone also separately sets size limits in section 6.2.5. Secondary dwellings cannot be used for short-term rentals; a rental occupancy period must exceed 30 days.

Check before building: use the 2026 district zoning map to identify A, RU- or residential-zone status, assess the urban containment boundary and ALR restrictions, and review relevant site-specific provisions, flood setbacks, parking and servicing. The bylaw’s sections 4.5 and 6.2 are not standalone parcel approvals.
