What the municipal rules say

Fort Saskatchewan currently regulates secondary, garage and garden suites under adopted Land Use Bylaw C23-20, not the proposed C14-26 replacement.

What applies locally

The city identifies Land Use Bylaw C23-20 (adopted August 25, 2020) and a list of subsequent adopted amendments as its operative legislation. Its current bylaw separately regulates internal secondary suites, garage suites and garden suites. As of October 9, 2026, C14-26 is a draft replacement bylaw only; the City schedules its first reading for October 13, 2026 and a tentative public hearing for November 10, 2026. Neither event should be described as already held. Adopted Land Use Bylaw C23-20 continues to govern.

Important limits and exceptions

A use being defined in C23-20 does not make it permitted in every land-use district. Confirm the parcel district and its permitted/discretionary-use list, current amendments, garage or garden-suite dimensional rules, parking and development permits. Do not use 2026 draft district tables.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

Before relying on this guide: Check which of the adopted C23-20 districts applies to your lot, and whether the suite type is permitted or discretionary; the proposed 2026 replacement is not yet in force.

Alberta: the provincial layer

Alberta’s building code has specific requirements for houses with secondary suites, while municipalities decide where suites are allowed through local land-use bylaws.

Fort Saskatchewan Land Use Bylaw C23-20: secondary suites

Size, entry and ownership

Section 5.30.1(c) restricts a dwelling to one secondary suite; section 5.30.1(g) requires a separate entrance, and section 5.30.1(e) sets a floor-area range of at least 30 m² up to the floor area of the principal dwelling. Verify district use permission separately. A suite cannot be separated through condominium conversion or subdivision.

Parking

Section 5.30.1(h) of adopted Land Use Bylaw C23-20 sends parking to Part 13. The City requires an applicant to show additional off-street suite parking on the site plan. Do not assume stall dimensions or the number of spaces without checking the current Part 13 table, parcel district and approved site plan.

Permits and application

Both development and building permits are required. Provide site and floor plans; electrical, plumbing and gas permits may also apply. The City currently identifies C23-20 as its land-use bylaw; do not treat a draft replacement as adopted.

Next planning steps

Check local zoning before requesting a quote

This preliminary guide does not answer whether a particular parcel is approved. The next two steps are budgeting and contractor scoping; neither replaces municipal approval.

Planning sequence: rules → budget → written scope / contractor. Cost models and contractor matching do not determine whether the municipality will approve the work.

Current municipal rule checkpoint

The City states secondary suites in single-family homes need both a development permit and a building permit, plus compliance with off-street parking and applicable Building Code requirements. Additional trade permits may be necessary. Confirm the land use district and any later amendments.

Source review: October 9, 2026. This is an informational bylaw checkpoint, not a parcel-specific approval. Verify enacted amendments, zone maps, registered title constraints, servicing and permits with the municipality.
