Alberta: the provincial layer

Alberta’s building code has specific requirements for houses with secondary suites, while municipalities decide where suites are allowed through local land-use bylaws.

Cochrane’s two accessory-suite types

Secondary versus backyard suite

A secondary suite is inside a single-detached or semi-detached dwelling. A backyard suite is a detached dwelling on a lot with a single-detached house, including a standalone unit or a unit above or attached to an accessory building.

Two permit stages

The Town requires both a development permit and a building permit before occupancy. Submit the accessory-suite development package and required plans; after the development permit is issued, arrange building and applicable trade permits.

Safety and occupancy

Building review includes life-safety issues such as exits, ventilation, smoke control and sound separation. The Town requires permit conditions and inspections to be satisfied before occupancy.

Next planning steps

Confirm local zoning before you estimate project costs.

This guide explains the municipal process, not whether your specific property is approved. The next two steps are budgeting and contractor scoping; neither replaces municipal approval.

Planning sequence: rules → budget → written scope / contractor. Cost models and contractor matching do not determine whether the municipality will approve the work.

Municipal zoning: verified research register

Governing municipal bylaw: Land Use Bylaw 01/2022, section 9.7 (accessory suites) and section 8.19 (parking). The Town’s accessory-suite handout summarizes these binding provisions but is not itself the zoning bylaw.

Suite and ADU rules: Maximum one accessory suite per property. Minimum suite 30 m²; at-grade backyard suite max 80 m². Table 40 generally requires two stalls for a single-detached dwelling plus one extra for a studio/one-bedroom accessory suite, or two extra for suites with two or more bedrooms; confirm the current district and any applicable parking exceptions.

Property-level determination: These figures are conditional on the current zoning district, lot servicing, and any overlays. Provincial housing legislation is background; the adopted local bylaw controls. Unverified requirements: Requires manual municipal check.

Current municipal rule checkpoint

Cochrane identifies internal secondary suites and detached backyard suites as accessory suites. Its current guidance says both a development permit and building permit are required before occupancy. The applicable land use district and its accessory-suite guidelines still determine whether a specific proposal qualifies.

How this guide was verified

Guide verification: Targeted official-source check (12 October 2026). The key claim below was compared with a linked primary municipal source; this is not a complete up-to-date bylaw, zoning-map or parcel approval review.

Property confidence: Not assessed. City-wide guidance does not confirm permission for a particular parcel. Check official zoning, overlays and permits. How verification works →
