What the municipal rules say

Beaumont’s January 2025 amendment reduced unit limits in several residential districts to two, but the Agricultural Holdings (AH) district has a different maximum of three.

What applies locally

The January 2025 amendment to Land Use Bylaw 944-19 changed the Conventional Neighbourhood (CN) maximum to two dwelling units per lot and the Agricultural Holdings (AH) maximum to three. The Integrated Neighbourhood (IN) and Mature Neighbourhood (MN) districts specify two units or an applicable approved neighbourhood/area plan; parking requirements also changed. Check the parcel’s mapped district and plan before quoting a number.

Important limits and exceptions

Approved pre-2025 lots with more than two units may continue within conditions, but cannot expand and face limits on rebuilding after major destruction. Confirm lot approval history and current zoning.

Before work begins: confirm the lot’s actual zoning, mapped overlays, legal parcel characteristics, servicing and applicable building permit conditions with the municipality.

Unit caps depend on the land-use district

Bylaw 1055-24 amended Beaumont Land Use Bylaw 944-19 in January 2025. The consolidated amendment table specifies a maximum of three dwellings per lot in Agricultural Holdings (AH) (section 3.2.5(b)), two in Conventional Neighbourhood (CN) (section 3.3.5(b)), and two or the applicable adopted neighbourhood/area plan in Integrated Neighbourhood (IN) and Mature Neighbourhood (MN) (sections 3.4.5(b) and 3.5.5(b)). This is not a citywide two-unit cap. Beaumont described council’s approval on January 14, 2025; the consolidated document labels the amended bylaw in effect January 15, 2025. Confirm the actual zoning schedule and amendments for the lot.

Parking rules changed

For new residential development in specified districts, the minimum parking requirement changed to one stall per dwelling unit. The amendment also changed driveway-placement requirements. Verify the site’s actual district and parking layout.

Existing approvals

The City says properties previously approved for more than two units may generally continue subject to restrictions, but cannot expand that use. Major damage can affect reconstruction rights. Ask the City about any existing nonconforming approval.

Next planning steps

Local rules still need verification before pricing before you request a quote.

This preliminary guide does not answer whether a particular parcel is approved. The next two steps are budgeting and contractor scoping; neither replaces municipal approval.

Planning sequence: rules → budget → written scope / contractor. Cost models and contractor matching do not determine whether the municipality will approve the work.

Current municipal rule checkpoint

The January 2025 amendments do not set one universal two-unit maximum: AH permits up to three; CN generally two; IN and MN are two or the limit in an applicable adopted area or neighbourhood plan. Parking and driveway rules also changed. Previously approved higher-density lots may retain limited nonconforming rights. Check Land Use Bylaw 944-19 as amended, the lot’s zoning, the adopted plan and approval history.
